At Jason Rowley Training, we deliver SCO training courses built to the highest standards of gas safety and operational compliance. Our Safe Control of Operations (SCO) programmes support gas personnel, competent persons, and authorising engineers in gaining the practical knowledge needed to work safely under the SCO scheme.
Each training programme follows approved gas network procedures, helping professionals meet their responsibilities across the gas distribution networks. Whether you require an initial training programme, renewal training, or a specific SCO module, our structured courses ensure you maintain current SCO registrations and demonstrate competence in line with your organisation’s safety framework.
The Safe Control of Operations (SCO) scheme is an essential qualification for anyone working on or managing activities within the gas network. It defines the procedures and standards that ensure safety when carrying out routine or non-routine operations, managing permits, or responding to emergencies.
Our SCO training covers:
Each participant develops the underpinning knowledge and competence-based skills required to meet their EUSR registration and employer obligations.
At Jason Rowley Training, we offer the full range of Safe Control of Operations modules, giving professionals the expertise to manage gas operations confidently and safely.
This module introduces the Safe Control of Operations framework and explains how gas network procedures are applied in practice. It covers risk assessment, control of operations, and understanding how to apply your own gas safety procedures across the gas network.
The Core Permit to Work module details how to issue, manage, and close permit to work PTW documents. It ensures participants understand the principles of correct permitry, documentation control, and compliance with gas safety systems.
Designed for those responsible for higher-risk or complex work, the Non-Routine Operations (NRO) module explores how to apply risk-based management and maintain the control of operations SCO during non-standard activities.
The Routine Operations (RO) module focuses on day-to-day activities within the gas network. It helps you follow gas network procedures consistently and manage 4 Routine Operations RO safely and effectively.
This FoA module supports authorising engineers and employing organisations’ responsible engineers in managing authorisations and verifying competence. It also explains how to maintain accurate EUSR registrations and oversee operational control.
All training is delivered by experienced instructors who ensure each competent person achieves the appropriate level of technical and procedural understanding required by gas distribution companies.
SCO training is required for anyone involved in the gas industry who controls or supervises operations on gas assets. This includes:
These roles demand the correct SCO training courses to confirm competence, ensure compliance, and maintain EUSR registration under the SCO scheme.
At Jason Rowley Training, we deliver both initial training programmes and renewal training programmes that meet all current Utility Skills Register (EUSR) standards.
Both routes confirm competence sufficient for the relevant registration categories and support your network registration as a qualified operative.
Each course includes practical and written assessments to confirm understanding and competence. Upon successful completion, you will gain registration on the EUSR database under the correct operations registration category.
This process verifies your ability to apply gas safety systems, maintain specific knowledge, and ensure compliance with the current SCO scheme.
We provide SCO courses at flexible times and locations to suit your organisation’s needs. Whether you are completing the initial programme or renewing your registration, our team will ensure a smooth, compliant training experience.
Contact Jason Rowley Training today to arrange your SCO training course and keep your workforce fully qualified under the latest Safe Control of Operations standards.

The SCO scheme ensures that individuals working on the gas network are trained to do so safely by understanding gas network procedures and correct Permitry. The SCO scheme is the knowledge-based part of a Competent Person’s or Authorising Engineer’s route to network registration and is followed by the competence-based part of the overall requirement.

For individuals new to SCO or whose registration has expired the course must be completed in a classroom. For those that need to renew a current registration there is the option to do an online course.
All our courses can be booked online here. If you can’t find the course you need, please get in touch.
The cost of training includes EUSR registration, a virtual card, and a plastic smart card.
All candidates must possess a current SHEA Gas registration.
A combination of written and practical assessments within the classroom are carried out.
SCO registration lasts for five years from the date the course started.
The SCO 23 is a mandatory requirement for Cadent Contractors and is a recent requirement, which is why you may not have heard about it. Without it you will not be able to get your STC (Safety Technician Competent).
The course consists of:
Anyone that has an existing SCO registration will need to complete this and if they are doing a new SCO course it will be included at the end.
