Safe Control of Operations (Modules 1,2 & 5)

Jason Rowley Training delivers comprehensive SCO Core, Permit to Work (PtW), and Form of Authority (FoA) training for professionals operating within the UK gas industry. These modules form a critical part of the Safe Control of Operations (SCO) framework, equipping gas engineers, Authorising Engineers (AEs), and Competent Persons (CPs) with the skills and knowledge required to work safely on the gas network.

Delivered in a classroom setting at our dedicated Manchester training venue, or at a client’s site upon request, this course ensures that all attendees gain both theoretical knowledge and practical understanding of permitry, safe systems of work, and operational procedures.

This training package includes Modules 1, 2, and 5 and is suitable for both initial and renewal candidates. Those with an existing SCO registration nearing expiry may complete the course online in a virtual classroom format led by our experienced trainers.

Price: £300 + VAT (includes EUSR registration and CSC-affiliated card)

Prerequisite: Candidates must hold a current SHEA Gas registration.

What does the SCO Core PtW & FoA course cover?

This combined SCO Core, Permit to Work (PTW), and Form of Authority (FOA) training course is designed to ensure that individuals working on the gas network are fully qualified to apply correct gas safety procedures. It supports the Safe Control of Operations (SCO) scheme, which helps gas industry personnel carry out their roles in a safe and proper manner.

The SCO scheme ensures consistent understanding of gas network procedures, correct use of permit-to-work systems, and safe application of control measures in routine and higher-risk tasks. This course is suitable for Competent Persons (CPs) and Authorising Engineers (AEs) involved in tasks that require either a Permit to Work or a Form of Authority.

It forms part of the initial training programme under the EUSR registration scheme and includes both the knowledge-based and competence-based elements needed to meet current SCO competency requirements.

Who is the SCO Core PtW & FoA course for?

This course is essential for any gas industry personnel involved in operational or minor works on the gas network or working on specific meter installations. You should take this course if you:

  • Issue or accept Permits to Work (PTW) or Forms of Authority (FOA)
  • Are becoming a Named Competent Person or Authorising Engineer
  • Work for gas distribution companies or contractors responsible for routine operations
  • Are required to meet updated or revised SCO procedures for network registration


We deliver the same training for both AEs and CPs, but the assessment route differs slightly for each role. For example, AEs and CPs follow a different path for the Permit to Work module, with registrations clearly identified as Permit to Work (AE) or Permit to Work (CP).

What does the SCO Core PtW & FoA training involve?

The course provides structured training across five modules, with a strong focus on understanding safe systems, applying your own gas safety procedures, and issuing work authorisations correctly. You will develop the ability to assess risk, follow correct gas safety systems, and maintain compliance with SCO procedures.

Course Assessment

Each module is assessed individually via a structured multiple-choice exam. To pass the full course and achieve registration, participants must complete and pass the assessments for all included modules. Trainers at Jason Rowley Training will ensure each individual completes the assessment route relevant to their role, whether as an Authorising Engineer or Competent Person.

Successful completion results in EUSR registration, a virtual EUSR card, and a plastic smart card. These credentials demonstrate the participant’s verified knowledge and practical understanding of SCO procedures.

Module 1: SCO Core

  • The purpose, process, and main features of the revised SCO procedures.
  • Identifying the context and scope of SCO.
  • The types of safe systems within the risk hierarchy and risk-based approach to SCO.
  • Identifying the roles and responsibilities of specific individuals within SCO and the importance of communication.
  • The SCO procedures for deviations and emergency situations.
  • Identifying the requirements for records management, performance review and monitoring, audit, and review.
  • Identifying SCO competency requirements.
  • Identifying SCO EUSR registration requirements.

Module 2: SCO Permit to Work (PtW)

  • The purpose of a Permit to Work and when this type of control should be used.
  • Identifying the purpose and the requirements of a risk assessment. including those factors to be considered when undertaking a risk assessment.
  • Identifying analysing and applying the key information requirements of a PtW.
  • The relevant process, roles and responsibilities for personnel involved in the planning and execution of a PtW.
  • The relevant process, roles and responsibilities for personnel involved in the management of a PtW..

Module 5: Form of Authority (FoA)

  • The purpose of a Form of Authority and when this type of control should be used.
  • Identifying and analysing the key information requirements of an FoA.
  • The relevant process, roles and responsibilities for personnel involved in the preparation and management of an FoA.
  • Identifying specific FoA requirements for communication, handover, records management, attendance on site, conflict checking and dealing with deviations and emergencies.

Classroom & Virtual Delivery

Our SCO Core, PtW & FoA training is delivered in person at our Manchester training facility. We can also bring our trainers to your location, subject to a minimum group size. If you already hold a valid SCO certificate and require renewal, we also offer virtual classroom delivery led by our qualified trainers.

All sessions are highly interactive and delivered by experienced gas safety trainers who understand the industry’s operational challenges. We use presentations, scenario-based exercises, and discussion to ensure participants are actively engaged.

What is SCO?

The SCO scheme ensures that individuals working on the gas network are trained to do so safely by understanding gas network procedures and correct Permitry. The SCO scheme is the knowledge-based part of a Competent Person’s or Authorising Engineer’s route to network registration and is followed by the competence-based part of the overall requirement.

For individuals new to SCO or whose registration has expired the course must be completed in a classroom. For those that need to renew a current registration there is the option to do an online course.

SCO courses are delivered on request so please contact us to arrange a suitable date. We have a venue in Manchester but can provide the course at a venue of your choosing anywhere in the UK.

The cost of training includes EUSR registration, a virtual card, and a plastic smart card.

All candidates must possess a current SHEA Gas registration.

A combination of written and practical assessments within the classroom are carried out.

SCO registration lasts for five years from the date the course started.

  • SCO RO ½ Day

The SCO 23 is a mandatory requirement for Cadent Contractors and is a recent requirement, which is why you may not have heard about it. Without it you will not be able to get your STC (Safety Technician Competent).

The course consists of:

  • A short video
  • A presentation with some questions 
  • A declaration letter that needs to be signed by the candidate.

Anyone that has an existing SCO registration will need to complete this and if they are doing a new SCO course it will be included at the end.
