Course Overview

Jason Rowley Training delivers the SCO Module 3 course as part of both our initial SCO training and renewal programmes. Courses are arranged on request, either at our Manchester-based venue or another UK location subject to minimum numbers.

  • Initial training: Delivered in person over 1.5 days
  • Renewals: Delivered online in a virtual classroom format with live instruction

 

Participants must hold a valid SHEA Gas registration to register. A VAT receipt is available upon request. All prices are exclusive of VAT and include EUSR registration, a virtual card, and a plastic smart card.

Course Objectives and Duration

The objectives of the SCO NRO training delivered by Jason Rowley Training are:

  • To explain the purpose of Non-Routine Operation documentation and when this type of control should be used.
  • To identify, analyse and apply the key information requirements on an NRO.
  • To outline the process, roles, and responsibilities of personnel involved in:
    • The planning and completion of the NRO form

What is SCO NRO Training?

The Safe Control of Operations (SCO) scheme ensures professionals working on the UK gas network operate safely, competently and in full compliance. Among these modules, Module 3: SCO NRO (Non‑Routine Operations) is critical. It prepares you to manage scenario‑based tasks that fall outside standard or routine operations. These non routine operations (NRO) can include emergency procedures, complex isolations, or bespoke works where standard routine operations do not apply. Prerequisites for NRO Training

To join Module 3 NRO Training you must have already completed:

  • Module 1: SCO Core — providing your foundation in the SCO scheme and gas industry procedures
  • Module 2: SCO Permit to Work (PTW) — teaching you how to authorise and control routine operations


In addition, you must hold a valid SHEA Gas registration and be nominated by your employing organisation’s responsible engineers as a technically competent person. These requirements ensure that you are ready to apply your knowledge to non‑routine operations, known in the industry as NRO activities in a safe and proper manner.

What is SCO?

The SCO scheme ensures that individuals working on the gas network are trained to do so safely by understanding gas network procedures and correct Permitry. The SCO scheme is the knowledge-based part of a Competent Person’s or Authorising Engineer’s route to network registration and is followed by the competence-based part of the overall requirement.

For individuals new to SCO or whose registration has expired the course must be completed in a classroom. For those that need to renew a current registration there is the option to do an online course.

SCO courses are delivered on request so please contact us to arrange a suitable date. We have a venue in Manchester but can provide the course at a venue of your choosing anywhere in the UK.

The cost of training includes EUSR registration, a virtual card, and a plastic smart card.

All candidates must possess a current SHEA Gas registration.

A combination of written and practical assessments within the classroom are carried out.

SCO registration lasts for five years from the date the course started.

  • SCO NRO 1.5 Days
  • SCO RO ½ Day

The SCO 23 is a mandatory requirement for Cadent Contractors and is a recent requirement, which is why you may not have heard about it. Without it you will not be able to get your STC (Safety Technician Competent).

The course consists of:

  • A short video
  • A presentation with some questions 
  • A declaration letter that needs to be signed by the candidate.

Anyone that has an existing SCO registration will need to complete this and if they are doing a new SCO course it will be included at the end.
