Commonly referred to as the EUSR Blue Card, this qualification is required for those carrying out Restricted Operations on the clean water network. It ensures workers understand hygiene responsibilities, contamination risks and the standards required to protect public health.

Training is delivered via live virtual classroom or in-person for group bookings. Successful delegates receive an EUSR National Water Hygiene Blue Card, valid for three years.

As part of the EUSR National Water Hygiene scheme, all delegates must complete a mandatory health screening questionnaire before certification can be issued.
This screening confirms that individuals are free from symptoms that could present a contamination risk when working on clean water sites. This includes conditions such as:
• Jaundice
• Diarrhoea or vomiting
• Prolonged or unexplained fever
The purpose of the screening is to protect public health and prevent the introduction of contamination into the clean water supply network.
Health screening is a compulsory requirement for National Water Hygiene (Blue Card) registration and forms part of the industry’s wider safeguards for Restricted Operations.
The EUSR National Water Hygiene (NWH) course is delivered over 3.5 hours and consists of two stages:
Trainer-led instruction covering all four core modules
An official National Water Hygiene assessment
The assessment consists of 25 multiple-choice questions designed to confirm understanding of hygiene responsibilities, contamination risks and safe working practices within clean water environments.
Delegates must successfully complete the assessment to receive EUSR registration and be issued with their National Water Hygiene Blue Card.

Restricted Operations include any activity that could introduce contamination into the clean water network, such as working on water mains, entering service reservoirs, handling fittings, or operating within treatment works. Without proper hygiene controls, there is a real risk of chemical contamination, bacterial transfer, or the spread of waterborne diseases. Even a minor lapse in hygiene standards can have serious consequences for public health and result in enforcement action, reputational damage, or large-scale operational disruption.
The EUSR National Water Hygiene scheme ensures a consistent national standard across all UK water companies. It provides assurance that individuals understand contamination risks, legal responsibilities, and the procedures required to safeguard wholesome water supplies. The National Water Hygiene (‘Blue Card’) course plays a vital part in ensuring the protection of public health and promoting good water hygiene practices. The scheme has been developed in collaboration with all UK water companies and key stakeholders from across the water industry, so you can be confident that the content covers all the required knowledge and awareness of good water hygiene practices.
The course is designed for all individuals requiring access to clean water sites or working on the clean water network – known as ‘Restricted Operations’, including supervisors and managers. It’s not just water company employees. If you are working on a ‘Restricted Operation’ on behalf of a water company subcontractor or other organisation, such as Self-Lay Organisation (SLOs) – then you need a National Water Hygiene EUSR registration.
There are no formal entry requirements, but all candidates must have a basic understanding of written and spoken English.
You will need a stable internet connection, a laptop or desktop computer. A tablet that is 10” or greater may be used. Mobile phones cannot be used under any circumstances. You should be in a room on your own but if this is not possible headphones must be used.
You will be sent an answer sheet that you must print out. It is a multiple-choice tick box style sheet and once completed you will take a photo and submit to the trainer.
In compliance with the Energy & Utility Skills Register, SHEA EUSR registration provides evidence for an engineer that they are knowledgeable and understand work safety in an operational environment. A EUSR registration card qualifies an operations worker to access and work in a site related to the gas, power, and telecommunications sectors.
National Water Hygiene registrations last for three years, from the date of the course.
3.5 Hours
The cost of training includes EUSR registration, a virtual card as well as a plastic smart card.
All EUSR SHEA cards carry the CSCS logo giving the individual access to operational sites.
National Water Hygiene courses are normally delivered online via a virtual classroom with a trainer to help and guide you through the course. The course can be delivered in a classroom subject to minimum numbers and if this is your preference, please get in touch to arrange a suitable date.
